Asentamientos informales en contexto de frontera : revisando algunas cuestiones en la ciudad de Posadas, Misiones, Argentina

Este trabajo se inscribe en un proyecto de investigación denominado ̈Ocupación de Tierras y formación de Asentamientos en la Ciudad de Posadas, Misiones. Estrategias de luchas por la regularización y urbanización en el marco de las Políticas de Planificación urbana ̈ que analiza las formas de organización y ocupación del espacio por 31parte de grupos poblacionales, en el marco de los procesos contemporáneos de transformación urbana en la ciudad de Posadas, Misiones, Argentina. La proliferación, tanto en cantidad como en densidad de estos asentamientos en los últimos años, indica que forman parte de una de las alternativas utilizadas por los pobladores para superar el déficit de tierra y vivienda. En definitiva, el mercado inmobiliario formal los excluye del acceso a estos bienes y el Estado no les ofrece respuestas satisfactorias o contenedoras a un número cada vez mayor de personas, que forman parte de esta problemática social. En este contexto, se configuran espacios de acción colectiva y de lucha, asumiendo diferentes formas como cortes de calle y movilizaciones hasta centros administrativos del gobierno, más visibles, pero también demandas y proyectos a partir de organizaciones creadas para ese fin. En definitiva, establecen estrategias de resistencia que surgen al calor de la acción, atraviesan sus vidas, sustentando sus acciones, los visibilizan como desiguales y los convierten en sujetos políticos. En este sentido, interesa indagar y analizar las prácticas de estos actores colectivos (vecinos/ movimientos/ organizaciones) involucrados en las luchas por el acceso a la tierra y posterior regularización y urbanización de la misma. En este documento se presenta un incipiente análisis de la base de datospara caracterizar a la población, y de algunas entrevistas realizadas con los referentes de los distintos asentamientos.
This work is part of a research project called “Land Occupation and Settlement Formation in the City of Posadas, Misiones. Strategies of struggles for regularization and urbanization within the framework of Urban Planning Policies ̈ which analyzes the formsof organization and occupation of space by population groups, within the framework of contemporary processes of urban transformation in the city of Posadas, Misiones, Argentina. The proliferation, both in quantity and density of these settlements in recent years, indicates that they are part of one of the alternatives used by the inhabitants to overcome the deficit of land and housing. In short, the formal real estate market excludes them from accessing these assets and the State does not offer satisfactory or containing 32answers to an increasing number of people, who are part of this social problem. In this context, spaces for collective action and struggle are configured, assuming different forms such as roadblocks and mobilizations to more visible government administrative centers, but also demands and projects from organizations created for that purpose. In short, they establish resistance strategies that emerge from the heat of action, go through their lives, sustaining their actions, make them visible as unequal and turn them into political subjects. In this sense, it is interesting to investigate and analyze the practices of these collective actors (neighbors / movements / organizations) involved in the struggles for access to land and subsequent regularization and urbanization of it.
